Purpose

To establish procedures for response to emergency situations, illness and injury.


Policy

I. Procedures

In the event of illness or injury to a student or employee, or any situation requiring evacuation, relocation, lockdown, or sheltering-in-place campus police should be contacted. The officers will handle all emergency situations.

There are various forms and procedures to follow regarding accidents or illnesses involving employees, students, and visitors. Following is a brief description of these procedures.

  1. Personal illness/injury for students and visitors
    In the event that a student or visitor becomes ill or is injured on WSCC’s campus, a Personal Injury/Illness/AED Use Report completed out by a Campus Police officer. Copies are forwarded to the vice president for Student Servicesif a student becomes ill or is injured or to the vice president for Business & Finance if a visitor becomes ill or is injured. The original is kept by the campus police. Blank forms are kept in the Campus Police office at each campus location and may also be found in Section 10 of this Manual.
     
  2. Accidents involving pedestrians, bicycles, animals or any fixed objects and a motor vehicle must be reported on a Tennessee Uniform Traffic Crash Report which is completed by Campus Police. Copies of this report are forwarded to the Business Office if damage to state property is sustained or if there is possible liability by the state. A copy is sent to the Business Office for a visitor injury, to the vice president for Student Services for a student injury, and to the Human Resources for an employee injury. Blank forms are maintained in the Campus Police Department.
     
  3. Athletic injuries
    In the event of an injury to a WSCC student participating in intercollegiate athletics, a Proof of Loss Form and HIPAA Authorization Form are completed. These reports are to be completed by the student athlete and coach and forwarded to the Director of Athletics. The purpose of the Proof of Loss Form is to identify the nature and details of the injury and to file a claim with WSCC’s athletic insurance carrier. Blank copies of both of these forms are kept in the Athletic Department office.
     
  4. Work Related Employee illness or injury
    In the event of a work incurred injury or illness of an employee the following procedures shall be observed.

    NOTIFICATION OF a CAMPUS POLICE OFFICER. The notification is to be accomplished as soon as possible. The rendering of first-aid and the exercise of good judgment in emergency situations should always prevail. Injuries or illnesses requiring trained assistance or treatment will be referred to local Emergency Medical Services (EMS). The patient has the right to refuse transport and will be required by EMS personnel to sign a form declining further medical assistance and transport. Emergency or medical transport of employees by employees in most situations is not recommended.

    In the event of an on-the-job injury (or work incurred illness), the employee’ s supervisor and the injured employee should contact the Workplace Injury Call Center at 1-866-245-8588. If the call center nurse determines that medical treatment is needed, he/she will refer the injured employee to either a doctor or hospital on the list of approved worker’s compensation providers. The nurse will also provide a claim number that will be needed for paperwork at the medical facility. In addition, an OSHA 301 form should be completed and forwarded to the Office of Human Resources.

    INVESTIGATION, ADJUDICATION AND PAYMENT OF WORKERS’ COMPENSATION CLAIMS. The State of Tennessee contracts with a worker’s compensation provider to accomplish these functions. The denial of a claim requires the approval of the Tennessee Division of Claims Administration.
