Purpose

To establish requirements for budgeting at the campus level.


Policy

TBR Policy 04:01:00:00 is adopted as if copied at length herein.

The Tennessee Board of Regents sets forth a specific policy, 04:01:00:00, addressing the requirements for budgeting at the campus level. For the institutional process, specific instructions relative to budget requests are forwarded to academic deans and administrative supervisors at the beginning of the college’s process (usually January-February) of each year. The completed requests are forwarded to the appropriate administrative supervisor for review. Subsequently, a review is conducted with the college’s budget committee relative to individual departmental requests. Assessments of objectives for the current year and departmental objectives for the forthcoming year are also submitted in conjunction with the budget request. The budget request should relate to and be in support of the institution’s goals and departmental objectives.

Budget revisions (transfers) between functions, organizations, and/or accounts require approval by the college president. A Budget Transfer/Request form is processed to document the presidential approval for all budget transfer requests. A fillable PDF Budget Transfer/Request form is located on the WSCC web page under Administrative Offices, Business & Finance, Accounting Services, Important Documents, Forms, Budget Transfer Request. This form documents the requested transfer amount, organization to receive the funds, organization from where to transfer the funds, and the justification for the transfer request. Business & Finance will determine if the transfer is a recurring or nonrecurring transaction. The Budget Transfer/Request form includes signature lines for the requestor and appropriate levels of approvals including the college president. 07/12; 05/16
